Corporate budget formulation turns business direction into coordinated plans for revenue, costs, people and investment, then secures approval. This guide concerns internal company budgeting, not the statutory budget process used by governments.
The essential design question is who sets assumptions, submits plans, resolves conflicts and approves allocations. Start dates and meeting structures depend on the fiscal year, business size and investment decisions involved.
Distinguish the related activities
Activity | Purpose | Output |
|---|---|---|
Budget formulation | Coordinate company policy and departmental proposals | Approved budget and allocations |
Budget planning | Estimate activity, quantities, prices and resources | Assumption-based proposals and scenarios |
Budget control | Compare the approved plan with actual results | Variance analysis and actions |
Forecasting | Estimate the likely outcome using current information | Latest outlook and revised assumptions |
Terminology may overlap between companies. Agree on local definitions. Updating a forecast does not automatically amend spending authority, and the original approved budget should remain available for comparison.
Assign responsibility
The following illustrative RACI table uses R for execution, A for final accountability, C for consultation and I for information. Make the accountable decision maker clear even when several teams contribute.
Activity | Leadership | Finance | Business unit | Marketing |
|---|---|---|---|---|
Set company objectives and limits | A | R | C | C |
Estimate revenue and delivery capacity | C | C | A/R | C |
Plan marketing activity and cost | I | C | C | A/R |
Resolve duplication and funding constraints | A | R | C | C |
Approve allocation | A | R | I | I |
Submit monthly variances and outlook | I | A | R | R |
If there is no dedicated finance team, name the person performing that role. When an executive target exceeds operating capacity, document the gap and required resources rather than silently adjusting assumptions to make the table balance.
Standardize departmental inputs
Submission field | Required content |
|---|---|
Objective and period | What should be achieved, and by when |
Assumptions | Volumes, prices, rates and contracts; evidence separated from estimates |
Costs | Category, month, activity and source quote |
Dependencies | Sales capacity, staffing, delivery and technical work |
Alternatives | What would change under a smaller allocation |
Downside | Exposure if assumptions weaken and the proposed response |
Ownership | Preparer, reviewer, approver and actuals owner |
Separate new and existing revenue, bookings and recognition timing, recurring and one-off costs, currencies, tax and payment timing. Staff and production capacity belong in the plan alongside money.
Resolve operating conflicts before approval
Suppose marketing plans to generate 100 opportunities a month while sales can handle 60. Approving advertising expenditure alone does not make the plan feasible. Choose among tighter targeting, increased sales capacity, different timing or a revised objective.
Check for production costs counted by two departments or payroll assumptions starting before a planned hire. Resolve quantities, timing and ownership before applying a uniform cut to every budget line.
Define change control after approval
Specify who approves transfers, additional spending and new commitments, using the company's own authority rules. Retain the change date, reason, impact and approver. Keep unconfirmed estimates separate from actual results.
The cycle connects direction, departmental proposals, reconciliation, approval, monthly control and the next planning cycle. Use the budget planning process guide for execution steps and the marketing budget guide for estimation methods. A shared table can be sufficient when assumptions, owners and approvals remain traceable.
