When installing the code directly, first install the Google tag on all pages of the site, and then install the event snippet on the result page. Once you have installed the tag, always verify that measurement is working correctly. Don't relax just because you have installed it; it is important to check that a result is actually recorded.
Perform, yourself, the operation of actually reaching the result page, and check in the Google Ads dashboard whether the conversion is recorded. Reflection can take time, so it's a good idea to leave it a while and then look at the status. The conversion status display in the dashboard is also a guide to whether measurement has become active.
Whether the tag is firing correctly can be checked with a verification tool provided by Google. By seeing whether the tag is loaded on the target page and the conversion is recorded at the expected timing, you can discover installation mistakes early.
