CPM advertising uses impressions as its billing basis. A reported CPM, however, is simply ad cost divided by impressions and multiplied by 1,000. You can calculate it for click-billed advertising too. Before buying, separate the report metric, billable event, bidding objective, and budget controls. More impressions do not necessarily mean more distinct people or greater attention.

Under Google’s Active View criteria, ordinary display ads generally require at least 50% of the area on screen for one second. Eligible large display ads use a 30% area threshold for one second; video uses 50% for two seconds. These are viewability criteria, not proof that someone watched or understood the message. Other platforms’ rules must be checked separately.

Google’s viewable CPM bidding targets viewable impressions, subject to campaign eligibility. Low ordinary CPM alone is not enough: investigate placement quality and viewability as well.

Use the correct denominator for each reported cost

In a fictional campaign, media spend is JPY 180,000, total impressions are 1,000,000, and viewable impressions are 600,000. All figures use the same period and scope. Production, management fees, and tax are excluded.

JPY 180

Cost per thousand viewable impressions

180,000 / 600,000 × 1,000

JPY 300

These are two ways to describe the same spend. They do not mean 600,000 people paid attention, or that the contractual bid was JPY 300. The term eCPM also needs context: an advertiser’s cost-based effective CPM and a publisher’s revenue-based eCPM use different numerators.

Calculate a conditional CPC comparison

There is no universal rule that CPM becomes preferable above a 0.1% click-through rate. Assuming identical inventory, audience, and quality, with fixed prices, effective CPC under impression billing equals CPM / (1,000 × CTR). Enter CTR as a decimal.

For fictional prices of JPY 300 CPM and JPY 60 CPC, the equal-cost CTR is 300 / (1,000 × 60) = 0.005, or 0.5%. This is a result of those assumptions, not an industry benchmark.

JPY 60

Actual inventory, bids, audiences, and outcome quality may differ. Cheaper clicks can still produce worse economics. Use CPC advertising’s bid and budget checks for the click-billed alternative, and the relationship between ROAS, billing, and bidding when evaluating sales value.

Control the budget explicitly

Impression billing does not make spending stable automatically. Impressions and auction prices can change even without clicks. Google’s budget guidance distinguishes average daily budgets from spending limits. Do not treat an average daily budget as an absolute cap for every day; check the relevant campaign rules.

  • Separate media spend from production and management costs, including currency and tax conditions.
  • Confirm whether the chargeable event is an impression or a viewable impression, and record the optimization objective.
  • Assign responsibility for budget monitoring, the end date, escalation, and stopping decisions.
  • Evaluate qualified outcomes, reach, frequency, and placement quality together.

Check platform names and migration conditions

As checked on October 9, 2026, LINE Yahoo Ads launched on April 1, 2026 as a Japan-focused service. The legacy LINE Ads delivery shutdown is scheduled for late October, rather than already completed. Google also describes a phased upgrade from Display campaigns to Demand Gen. Do not assume every account has migrated. Confirm available billing and bidding settings for the actual campaign rather than inferring them from a platform name.
