Accompanying a family member to an appointment, completing care-service paperwork, or meeting a support coordinator can require a short absence from work. Japan's short family-care leave, kaigo kyūka, is intended for these kinds of care needs.
It differs from longer family-care leave, kaigo kyūgyō. Hospital-related support may qualify depending on the circumstances. This guide covers private-sector employees in Japan.
The family member must require ongoing care for at least two weeks
Statutory short family-care leave concerns an eligible family member who requires ongoing care for at least two weeks because of injury, illness, or physical or mental disability.
The two-week condition describes the family member's care needs. It does not require taking two weeks of leave or waiting until two weeks of care have already passed before asking.
Certification under long-term-care insurance and the assessment under the Child Care and Family Care Leave Act are not identical. Do not assume that the absence of an insurance care-level decision or medical certificate automatically prevents use. Explain the person's condition and necessary support to HR.
The scheme is not limited to elderly relatives. An eligible child or spouse with a disability may also qualify. Ordinary daily care associated with an infant's normal development is treated separately.
Check both the family relationship and the worker's eligibility
Eligible relatives are a spouse, including a de facto spouse; parents; children; a spouse's parents; grandparents; siblings; and grandchildren. Children means a legally recognized parent-child relationship, including adoption.
Workers of any gender caring for an eligible relative are covered, excluding workers employed on a daily basis. Part-time or arubaito labels do not by themselves prevent eligibility.
A labour-management agreement may exclude workers scheduled to work two or fewer days per week. However, the provision allowing exclusion of workers with less than six months' continuous employment was abolished in April 2025. Recent hiring alone is not a reason to give up checking the current scheme.
Five days for one eligible relative, ten for two or more
Number of eligible relatives requiring care | Statutory allowance per leave year |
|---|---|
One | Up to five days. |
Two or more | Up to ten days in total. |
This is a worker's shared allowance. Three relatives do not create fifteen days. With two eligible relatives, the ten-day allowance can also be used for the same relative as needed.
Unless the employer specifies another leave year, it runs from April 1 to March 31. Check the renewal date, remaining balance, and any additional company provision.
Leave is available in whole days or one-hour units. Hourly use can cover a continuous period from the start of work or ending at the end of work. Leaving in the middle of the day and returning afterward is not a universal statutory requirement; check the employer's arrangements.
Where a labour-management agreement excludes hourly use for duties considered difficult to perform in hourly segments, that does not automatically remove access to whole-day leave.
Hospital support depends on necessary care, rather than the setting alone
A hospital admission does not automatically establish eligibility or automatically exclude it. The question is whether leave is needed for care or support of an eligible family member meeting the care-condition requirements.
Situation | What to explain |
|---|---|
Accompanying an appointment or examination | The support needed and the time required. |
Providing daily-life support during admission | Necessary family assistance alongside the hospital's care. |
Arranging services after discharge | The meeting or procedure, its purpose, and duration. |
A purely social hospital visit | Whether it qualifies as care or another leave category is needed. |
“Going to hospital” may not explain the need clearly enough. Briefly describe the accompanying support or coordination required. Avoid unnecessarily broad sharing of a relative's medical details; consult the designated HR contact about any information needed to check eligibility.
Payment depends on company rules
There is no universal statutory obligation to pay wages during short family-care leave. Check whether days or hours are paid and how any unpaid absence is deducted under the work and payroll rules.
This statutory leave is separate from annual paid leave. Requesting it does not automatically reduce the annual paid leave balance. If you prefer annual paid leave because of the income effect, identify the category clearly. See the annual paid leave guide.
Employment insurance's family-care leave benefit concerns the longer kaigo kyūgyō scheme. Taking a day of kaigo kyūka does not automatically generate the same benefit payment.
Contact the employer first when the need is urgent
Oral requests are possible, including same-day requests for unexpected circumstances. Where paperwork is required, the procedure must allow submission afterward.
- State that you are requesting short family-care leave, identify the eligible relationship, and explain the support needed.
- Give the requested date and hours or whole-day period.
- Discuss handovers and a contact method.
- Confirm the application form and information needed to establish the circumstances.
For example: “I would like two hours of family-care leave from the start of work tomorrow to arrange my father's post-discharge care services. I expect to arrive at 11 a.m. after the meeting.” This wording assumes that the family member's condition and other eligibility requirements are met.
The employer may request information to verify the circumstances, but obtaining a particular medical certificate is not a universal condition for access. Discuss which available information establishes the need, where to submit it, and when.
Consider other support if short absences are insufficient
For sustained adjustments, discuss longer family-care leave to organize a care arrangement, reduced working hours, and relevant overtime-related measures. Longer family-care leave can total up to ninety-three days per eligible family member in up to three periods, but its eligibility and notice procedures differ from short family-care leave.
For a child's temporary illness and related needs, also check the separate child nursing and related leave scheme. Choose the arrangement that matches the family member's circumstances and the support needed, rather than relying on the leave's name alone.
