People leaving insured employment at age 65 or older may qualify for the older jobseeker benefit, kōnenrei kyūshokusha kyūfukin. Unlike ordinary basic unemployment allowance, it is paid as a lump sum calculated using an insured-period category.
It is not automatically payable to everyone who retires after 65. Insurance history and being able, willing, and actively seeking to work matter. This guide covers the ordinary older-insured-worker route. If you are covered through a multi-jobholder arrangement or another special category, explain that insurance status to Hello Work for individual confirmation.
Check insurance status, six qualifying months, and unemployment
Item | Basic requirement |
|---|---|
Insurance category | You left employment as an older insured worker aged 65 or above. |
Qualifying insured period | Normally at least six months in total within the year before separation. |
Unemployment status | You are willing and able to work and are seeking employment but cannot obtain a job. |
Procedure | Register as a jobseeker and complete the claim at the Hello Work office responsible for your address. |
Qualifying months are not simply months on the payroll. Periods are counted backward from separation, normally using months with at least eleven wage-payment-basis days. If that does not provide six qualifying months, months with at least eighty wage-payment-basis hours are considered. Previous employers' periods and benefit history can also affect the assessment.
Someone taking an extended rest, unable to start work because of illness, or already committed to the next job needs to check whether they meet unemployment conditions. Receiving a pension does not itself mean being unwilling to work.
Around the age boundary, the relevant category is checked at separation, rather than application. For Japanese age calculation, an age is attained on the day before the birthday. Ask Hello Work before fixing a separation date close to the boundary. The general unemployment insurance guide mainly explains basic allowance and should be read separately.
The amount is thirty or fifty times the basic daily allowance
After eligibility is established, the insured period used for calculating the amount determines the multiplier: less than one year means thirty days; one year or more means fifty days. These are calculation units for a lump sum, not a recurring monthly payment.
Period used for the amount calculation | Basic calculation |
|---|---|
Less than one year | Basic daily allowance × 30. |
One year or more | Basic daily allowance × 50. |
The daily allowance is calculated using relevant wages from the six months before separation and applicable rules. The daily wage base and the basic daily allowance are different amounts. Do not simply apply an under-65 age-band limit or your monthly salary to this benefit.
For example, if the basic daily allowance is determined as ¥5,000 and you qualify for the full fifty-day amount, the calculation is ¥5,000 × 50 = ¥250,000. At the same daily allowance, thirty days would be ¥150,000. A claim close to its deadline may receive fewer than the full thirty or fifty units.
Separate the waiting period, restriction, and certification date
After the jobseeker and claim procedures, there is a waiting period of seven days of unemployment in total. It does not automatically begin on the day after leaving the job.
A benefit restriction may also apply, including for voluntary separation without a valid reason. For separations from April 1, 2025, the ordinary restriction is one month, with three months applying in cases such as specified benefit history or dismissal for serious misconduct. Confirm your separation reason and applicable period at the office.
Payment is not guaranteed on the day the waiting period or restriction ends. Hello Work designates a date to certify unemployment before deciding payment. Certification for this benefit is normally a single assessment, rather than the repeated certification process used for basic allowance.
The deadline is one year from the day after separation
Submitting an application before the end of that year does not guarantee the full amount. If the days from certification through the final eligible date are fewer than thirty or fifty, payment is limited to the corresponding remaining number of days.
For example, a person in the fifty-day category with only fifteen days remaining from certification would receive fifteen days' worth. Seek advice early enough to account for the waiting period and any restriction.
This benefit's deadline cannot be extended because illness or injury prevents work. Do not apply the ordinary basic-allowance extension explanation to this separate benefit.
Old-age pensions can be received alongside it
The older jobseeker benefit can be received alongside old-age pension benefits after 65. This differs from the coordination between basic allowance and certain old-age employees' pensions before 65.
The similarly named older-worker employment-continuation benefit is another scheme, mainly concerning reduced wages while continuing to work between 60 and 65. Similar names do not imply the same eligibility or pension treatment.
Rules affecting pension payments after returning to paid work, including earnings-related pension adjustments, are separate. Ask the pension office about your pension and Hello Work about jobseeker-benefit eligibility.
Check separation documents and report work plans
- Check the date, wages, and separation reason on the two separation notices.
- Prepare individual-number and identity evidence, an account in your own name, and other items in the office's current instructions.
- Register as a jobseeker and complete the claim with the Hello Work office responsible for your address.
- Confirm the qualifying period, daily allowance, multiplier, waiting period, restriction, certification date, and deadline.
- Accurately report work, earnings, and plans to start employment.
Photo requirements can depend on presentation of a My Number Card and the procedure used. Check the current local instructions. If separation notices have not arrived, contact the former employer and Hello Work promptly; see the separation notice guide.
A short assignment or trial job is not exempt from reporting simply because of its label. Before starting, explain the dates, hours, and contract so that Hello Work can advise how it affects your claim.
