How to Compare Writing Project Rates in Japan: Scope, Fees and Time

A writing fee cannot be compared using the rate per character alone. Check the included research, outline, interviews, uploading and revisions, then estimate the complete working time. Every price in this guide is fictional arithmetic, not a market rate for beginners or a particular writing speciality.

Understand the unit of payment

A Japanese-character rate is not an English per-word rate. Do not convert one into the other and assume equal terms. Payment structure also does not establish legal status: an hourly arrangement is not automatically employment, and payment for a deliverable does not settle whether someone is genuinely independent.
Agree what counts as a character
“About 3,000 characters” may include or exclude headings, tables, quotations, captions and spaces. Confirm the tool or method, which text qualifies for payment and the maximum count. Writing beyond the agreed length does not automatically increase the fee.

Does the payable count include headings, tables, quotations and captions? Please confirm the counting method, maximum eligible length, and how we would discuss the fee and deadline if the required length changes after commissioning.
Compare two fictional 3,000-character projects
The following assumptions include research, communication and corrections, not just typing. Amounts are before service fees, expenses and applicable tax deductions. They are not standard production times or employment wages.

B has a higher character rate but a lower fee per hour under these assumptions. Your actual time will differ. Use your own records, subtract relevant costs when assessing the arrangement, and consider the scope and constraints. The calculation does not establish that A is always the better project.
Make the scope visible before quoting

“One revision” does not explain whether a complete restructuring is included. Separate corrections against the original brief from new topics, interviews or formats requested later. Use the MHLW contracting guidance to discuss how changed conditions will be handled.
Send an estimate with explicit conditions
Fictional estimate for project A
For an article of approximately 3,000 Japanese characters, with an outline and reference material supplied, I propose ¥4,500 for writing, checking against the supplied material and one revision within the agreed brief. Interviews, image sourcing and CMS uploading are excluded. Please confirm tax and service-fee treatment, the final character-count method, deadline, review date and payment date. If the topic or outline changes, I would like to agree a revised fee and deadline before doing the additional work.
This demonstrates the format of an estimate; ¥4,500 is not a recommended price. Set your actual quote using your abilities, expected time, costs and client requirements. Accepting inexpensive work does not guarantee higher fees later. An original practice sample is another way to demonstrate relevant ability when applying.
Check rights and payment separately
Writing an article does not mean you can freely republish it after agreeing rights or confidentiality restrictions. Distinguish copyright assignment, permission to use it, derivative uses such as translations, author credit and portfolio display. Moral rights cannot be transferred. Consult the Agency for Cultural Affairs copyright-contract manual when deciding how editing and use will be agreed.
For covered transactions, Japan’s Freelance Act requires disclosure of terms at commissioning. Payment obligations and prohibited practices depend on the parties and contract period. The 60-day payment provision has eligibility conditions and a subcontracting exception; it is not a universal rule for every contract. See the JFTC’s Freelance Act information.
Manuscript payments may be subject to withholding. Record the billed fee, service charges, withholding and bank receipt separately, and check the NTA guidance.
